The INTOSAI Development Initiative (IDI) has launched a Transregional Capacity Building Programme in Audit of Public Debt Management 2008-2011. The audit planning meeting is a part of the whole Program on the Public Debt Management Audit 2008-2011. Supreme Audit Institutes (SAI) will adapt and apply their knowledge by developing draft audit plans for the public debt management audits that are planned to be conducted by SAIs from April 2010 - February 2011. The draft audit plan will be discussed and given feedback by Subject Matter Experts and peers in a face-to-face audit planning meeting in Nairobi, Kenya, 15-19 March 2010.
DMS will participate in this meeting and briefly explain the CS-DRMS concept (what is it, its life-cycle, records and reporting) and how it works. DMS will also discuss how CS-DRMS helps to promote transparency and accountability in managing public debt and how this system integrates/relates to other debt management system. The meeting will also discuss the requirements to adopt this system.
From the Audit perspective, DMS will discuss the Secretariat's expectations on the role of Supreme Audit Institutions in the audit of public debt management in general and specifically on the commonwealth system - CS-DRMS. The meeting will discuss the internal controls of the system as well as critical areas of the systems which auditors need to focus on.
